Orange EDC and city council approve new 43-acre shopping center

Orange City Council has approved an incentives package for the construction of a 43-acre shopping center to be built on the corner of Martin Luther King Jr. Drive and I-10 Highway. The incentives package includes funding of no more than $2 million and a sales tax rebate of 33% sales tax revenue over 10 years.
The incentives will go to Cadance Development Group, a Houston-based development group, which will be the one to handle construction and management of the shopping center.

The project, codenamed Project Capstone, is expected to cost more than $50 million, according to documents from Cadance given to the city. The center is planned to feature multiple different retail stores and restaurants occupying over 275,000 square feet.

The plot is land would be the first thing visitors from Louisiana would see upon crossing state lines into Texas. The plot of land was designated as unimproved land, meaning there would be no demolition cost to build a project of this size and generate tax revenue for the city.

The proposed location currently does not house any other business, but is near the Community church and the Willow Bend Apartment complex.
The project is still in preliminary phases and has not announced any of the potential tenants that would be at the location. The project is projected to break ground in late 2026, with a later date for a grand opening.
